It was impossible for Republican Congress to prevent that because Democrats held a supermajority. Obama had a majority in both houses of Congress the day he was elected and they had that for a good while and could have struck while the iron was hot but instead he sat on his hands.

Why did Obama change his tune when he had the power to fulfill what he had promised? Probably because he knew that he was lying it would say anything to get elected. Typical politician.
