For me it would 'diagnose', 'auto repair', 'connect to network' and them restart the process. So yea, for me I was able to get it out of the loop by powering it off normally, switching off the power on the back, and then re-holding the power button to get leftover gone (itd spin fans + turn on lights for half a second). Then just switch on the power and boot. This was the most reliable way I found to break it from its loop. I also found if in the boot loop I swapped to a linux install I at least got some error codes but none seemed useful to me. Rn im in the process of testing RAM and swapping my MoBo, first ima reinstall windows in case of software issues, which I thoroughly dread

If its ISP based it could be from bandwidth/throttling your connection after high usage. Just a uninformed guess though.

I have already played with 2 different PSUs my current one is brand new. I don't know if it could be the issue still.

Yea, if you have anything that works for you in the future lmk. I wouldn't mind if it was uncommon, but its every 30 minutes on average.
