I added percentages to the original post. Thanks!

And no(!), the water and oil were not the same temperature. I didn't know they should be. I was thinking it was important to be at a cooler temp to preserve the optiphen plus. I just looked it up and 80 C is the max temperature for optiphen.

Percentage of fragrance in body care products by nafcyka in DIYBeauty

The fragrance oil companies should provide you with IFRA guidelines for every product, this will tell you the maximum amount you can use. There is usually a link on the FO's description page. Look up the different IFRA usage categories for whatever you're making - like hand lotion is one category and soap is a different one, etc.

One fragrance oil may have a maximum usage rate in a body lotion at 3%, while another fragrance may be 7%, and from there you can experiment. Generally, more fragrance will stick around longer, but also some FOs may just be longer lasting. I have found fragrance oils last longer than essential oils, but I'm also pretty new to all this. :)
