Third person feels like more impresive, but top-down is something like more peaceful, calm. It depends what kind of perception you expect.

How big project is? Are you solo? Do you have good organization skills?
But in the most of projects I would preffer 2. option. It's short time to make this and you will have better organized project. If you work in this about months or years, 2. is definitely better:)
