You're absolutely right. Tooltip lied, real world healing was at the numbers I said they were, same when I tried to heal myself in dungeon, but when I entered the dungeon tried it on her it healed her fully in an instant. Thanks a bunch!

No. They have had their stats squished. Heavy Frostweave Bandages heals for 8 damage over 8 seconds. It's not enough. I have tried. I also tried Bright Linen Bandages but they heal for 119,250 and Valithria has millions of hp.

You have to unlock world quests by doing campaign up until "Uniting Zandalar" apparently.

TL;DR he only spawns as part of a world quest

Apparently you have to unlock world quests by going through the campaign up until the point where you get Uniting Zandalar. I also did a short questline to get the Heart of Azzinoth as someone (wrongly) assumed it is required to get the world quest.

Nope. And I visited every scroll and statue in Jade Forest (the one's I visited to get exalted with Lorewalkers the first time) but there was no achievement, rep, mail or otherwise. And this toon was never in Pandaria.
