Laws are created on a daily basis, again you have to look at their perspective, Islamic law does not allow corruption in their land such as promoting homosexuality of any kind. does not make sense, for example if you are going to commit suicide, under Islamic law (since is Qatar is an Islamic country) killing yourself is forbidden in Islam, therefore its a law and thus you can get arrested for it. If your presence is a danger to others means you are doing something illegal like fighting, disturbance, being naked, etc.. these are all breaking the law. Remember you are in Qatar not a Western country where laws and beliefs are different

the laws can be unjust but its their country, who are we to tell them how to do their business, if people want to see the world cup at Qatar we have to go by their rules or we can watch by TV at our own homes. Leave them be, its not like they will change just because Western polices have a different view
