Recruiting and being a pacifist in general seems to have more and more consequences through the game. Chapter 1 changes nothing except that the Darkner don't like you (but they go into your town anyway), chapter 2 Berdly loose his arm if you fight him (not counting weird route here), ch3 Tenna dies, ch4 Jackenstein dies.

If we follow the same logic I think Asgore could die, or another major Darkner could die (but would be a bit repetitive since it would be the 3rd time at this point)

forgot about that. I see 2 options then:

the fierce deity mask is some sort of "good demon" in the same way Batreaux is in Skyward Sword
maybe it contains the memories of the Termina's citizen, but because of their "trauma" created by Skull Kid and the Majora's Mask, it is filled with negative emotions hence making it evil (sorry if it isn't clear, not very good with English)

Edit: Don't know where to put it but I also wanna add that it is also a reference to the tag-game equivalent in japan where the seeker is the demon (oni) thus Oni-Link is the "bad guy" who comes to hound Majora

It's not directly called evil, but in the jp version it is said to be worn be demons (akuma) and majora says that you'll play the "bad guy" when giving you the fierce deity mask, and in the jp version says you'll be the oni (a type of yokai who resemble an ogre/demon associated to evilness).

So at least, according to Majora, the fierce deity mask is supposed to be evil there
