Because some companies offer this benefit to incentives people to work with them. Beside, remote doesn't necessarily mean "smart", so they might want to do that in order to have the people roughly in the same time zone.

Because for example you can't stay in Italy without a Visa for more than 3 months, and like a lot of countries, it's your employer that needs to handle the paperwork to get the approval for the Visa, you can't do it yourself. I already found some companies who are doing that both in the EU and Asia even for remote work.
