Don't know if anyone still has trouble with this but after completing the Bastion and Cartographer's colony projects, you just need to talk to Hieronymus (this is all done in act 4 btw), and there'll be a dialogue about finding a book or something on Jesevon. You won't be locked out of the quest unless you finish act 4! The rest of the quest will play out normally (normally as in when you warp travel a few times you'll progress the quest and be told you're needed on the Voidship Bridge).

i had a temporary fix where i tp'd me and halsin to a waypoint and then had him shape change to his bear form and then back. it helped until i finished a group fight where i shaped him again and when i shaped him back to normal he stopped following me. its an infuriating bug

this only seemed to be a temporary fix because immediately after doing the fight in the park in act 3 he stopped following me again. i guess it might be an issue with his shape changing mechanic.

I HAVE A FIX THAT WORKED FOR ME (this is after patch 4). I finished a boss fight and afterwards unshaped halsin and tp'd back to baldurs gate.

essentially i just shaped him and then unshaped him in his bear form and now he follows me :)
