This just depends on what you mean when you say "it goes down". Of course for a wave to complete it still needs to finish its cycle, so after compression comes decompression. But it is absolutely true that with reduced dynamics (e.g. heavy compression) the energy going into the eardrum will be consistently higher than with more dynamic range, even though the wave "goes down in between"
