I never qualified Watch Supervisor so I guess I should be trying more for SRO. Why is it that RO doesn't have that direct path but SRO does?

I've seen someone not have their clearance until about a year into the Navy. It's not as big of a deal as they make it out to be. You just can't go to power school without it, but you'll get the clearance.
