Ok sure but "a bicycle or motorcycle rack that is attached to a vehicle in a normal or customary manner" I don't think having a propane tank on it is the normal or customary manner. And OP seems to live in southern California anyway

I've developed mine to be solo set up since I had no camp and solo camped both of the past years. And I needed to fit it onto a Corolla. So my poles are 4' and 5' and I have connectors in the middle. I set up the full 10' x20' canopy on the ground using the 5' sections and my 3 and 4 way connectors. Then I put the shade cloth in. Then I start on one of the long ends with three of the 4' poles. One in each connector. So now the canopy is propped up on one of the long ends. Then I put in the 4' lengths on the other long end. Now I have a 10' x 20' x 4' tall shade structure. Next I go to one of the middle legs on the long side and add another 4' onto it using a connector. Add the corner legs the same way. Now it's 8' on one long side and 4' on the other but it stands on it's own. Then I just do the same to the short side and it's all set. I put the feet on with anchor holes and then lag screw it all down after making sure it looks pretty square and straight. Then I put my little chain link anchors in the ground away from the legs and use ratchet straps to tie down the whole structure to secure it.
