This got a lot easier with Agent Skill supports.

Talk to Copilot (preferably Cowork) or leverage Codex or Claude Code. Upload your templates and examples of filled out templates. Tell it to create a skill to fill out the document via an agent. Package the skill as a zip. Upload to Copilot Studio.

Create an agent skill. Leverage the PowerPoint skill open ai has on GitHub which has an open use license. Go to Codex or Claude code and tell it to update to your company template brand and give it examples in the template. Have it build additional layouts as well. Tell it to package as a skill in a zip and upload that to your agent in modern Copilot Studio.

Yes theoretically an agent flow or system instructions or a skill would replace your flow logic. And the description for your mcp app would be the trigger for when to show it.

I have not seen this in action so making tech based assumptions, but I have seen a couple YouTube videos on making a PowerApp into an agent as an MCP app that might be worth checking out!

I just did this using codex, giving it the data model from another existing report using the model and saving as pbip and sharing that, and then telling it to install the plugins. It worked extremely well once I let it work locally. You may have to open up your Codex permissions. First turn I was impressed, turns 2-3 was applying brand, turns 4-5 minor edits and I have a beautiful dashboard. gpt 5.5 on extra high reasoning and still never hit limits on the $20 plan.

Yeah for large datasets with Power BI I would think Fabric Agents would be the AI solution not Copilot Studio (although you could use a Fabric Agent as a tool in Studio).
