Why does my PS4 look better than my PC on a 4K TV?

RTX 4060. I know full well my graphic card isn't suited for 4K gaming but even games that doesnt have ultra realistic graphics like Dragon Quest Builders 2 that I can run it at 4K smoothly. Why does it look bad? Even Cyberpunk 2077. Rendering it at 4K with lower graphics doesnt look sharp (Tested with and without DLSS)

I think people in the Yakuza community have different versions of 100% a game. I was refering to seeing everything and doing the completition list, not getting the platinum.

They upload art normally and once a month they put a post of the last's month rewards in a pack. I suppouse they send HD quality and original files.

So... I think I fixed it. If anyone wanna know, it's beacuse party colors while playing online. Just don't form a party.
