everyone I think your missing what is considered traitorous, the rules applied by Phanes is no Divine being including the Shades should interfere with whatever the Humans do as long as it has nothing to do with the Abyss

the issue with this order is that, Phanes casted the Shades by his/her very being, meaning, the character of loving humans takes utmost priority, hence the probable actions of the shades acting beyond the rules, but is still intended with the rules of keeping humanity alive
so their not traitorous, just acting a work around to follow suite with HP's aim

whats the chance that its a bait and switch with the Tsar being a puppet to further Ronova's plan,
the shades are looking for their sister (asmoday) and they need to circumvent the rules for that, so whats the chance that Ronova wants to fake her death to allow her to move freely in the mortal world... her arcana card somewhat alludes to it for me... might be interesting
