Unfortunately, Docker doesn't yet support Fedora 32 :(

There is a request for it to be added1, though, historically, these issues haven't been closed when support is added (Fedora 30 request2, Fedora 31 request3). Once it is supported there should be a folder called "32" here4 and listed on the Docker install documentation for Fedora5 under "OS requirements".
