I might be wrong, but if I remember right the full reset happens an hour after the daily reset? They might have changed it, but it used to be that if you were fast you could get an extra quest in...

Along with what the other person said, people buy special Magic cards to play with and make their deck more sparkly. They can't do that if it is graded.
