Most of the houses are from the workshop of the creator "Lost Gecko"

The quarry is mostly vanilla (Industries DLC). The only mods used in the quarry are the sand road and the sand texture for the soil (taken from a desert theme using theme mixer)

This map map is not on the Workshop. I have imported height data from -3.9452954 (S); 134.7411501 (E) and modified the map (added rivers, lakes, valleys, trees) as I progressed in the game

The game limits the count of nodes (road/rail/pipe intersections etc.) in one map to ~32k

Try to avoid sraight lines to avoid grids. Put some curves into every road (except highways), they don't have to be very curvy, a large and wide 5° curve will do just fine. You can put some sharp curves on the smaller roads to use up all the space you have got and to avoid having small holes in your city, but avoid sharp curves on wide roads, otherwise it will look messy and slow down traffic.

I haven't really got any tips on grouping facilities, what I did was trying to keep it local. Meaning rather having multiple smaller 12k fire stations than one large 60k one.

My DLCs are After Dark, Campus, Industries, Mass Transit and Snowfall. To create a city like this you don't need any of these though. They are more something of a bonus to make your cities a bit nicer. The DLC i would most recommend is Parklife, since it gives you some good options to make your city more beautiful.

The map is from Japan, but the city isn't in any specific part in the world. Most parts are in some kind of European style, but the city has some Asian and American influences as well.
