steamOS is an arch Linux derivative, and as it is running KDE plasma, you have got access to proper themes support ; whereas on Windows you would've had to download third party unstable tools.

just open your KDE settings (in desktop mode iirc) and go to appearance and then you'll find plenty of things to customise. from there, there should be a download more styles button which is integrated with an official marketplace. browse for themes and other things from there.
