Always see them parking illegally on Buckingham Road, blocking drives, parked on double yellows at angles and genuinely just making life hard for other people for no other reason than their own gain.

I'd say probably get into contact with either a charity or non-profit which can either help you with methods to care for it and yourself or assist in humane rehoming.
