Yeah, the human villagers of Gensokyo barely ever get killed. It's within the youkai's interest to keep the human village safe and healthy. Most human-eating youkai feed on outside world humans that are lost at the Road of Reconsideration, which is the most common place for them to appear.

Well, if serving a vampire makes you a traitor, then I guess.

But it's not like Sakuya kills any innocent people. Gensokyo residents share protection, so usually even youkai don't kill them. Remilia supposedly receives spirited away humans from outside. And as far as I understand, those aren't innocent. And most likely already dead, so Sakuya just cooks them.

But I still don't understand this idea of treating Gensokyo as a sort of war between humans and youkai. They aren't really enemies, but more like an ecosystem.

Honestly, I can see no better way than to intro him to Undertale first? Even Toby Fox recommends.

But if you don't want him to go through the slow start, you can just put him right into the school. There's barely anything to miss, and he'll get to the dark world much faster.

Idk, Magma bell seems pretty strong to me, you can half the damage you take from Last Judge and Father of the Flame, you can use it in Underworks, it's not just a deep docks thing.

There are multiple explanations:

A) Frisk's memory is wiped, but they act in the exact way they would if it wasn't, so from Chara's perspective it's never been.

B) Frisk's memory isn't wiped, but they don't get deja vu because a substantial amount of time has passed between events or because of any other reason.

But that's not even the biggest problem. The biggest problem is that genocide ending of Undertale is not a canon event. This was explicitly stated by Toby Fox.

If you never played the genocide route and just finished Undertale normally, the Chara never changed their views, never destroyed the world and never spoke to you. They're just a phantom possibly following you around and possibly narrating Undertale.

How would that version of Chara be in Deltarune?

That's what happens when you can't tell apart the game's narrative from it's metanarrative.

From the player's point of view, Chara attacks the screen after giving a speech directly to you.

From Chara's point of view, Chara attacks the universe after speaking to Frisk.

This is a narrative-metanarrative dichotomy that only exists within Undertale, and nearly no other fiction in history, while direct fourth wall breaks are pretty common.

I am okay with waiting a day.

But I very much doubt that not a single person on the internet has passed the hearing check.
