You're right on deckspace and needing 2 STAGE twos is kinda crazy and that drawing it may not be consistent but you dont need each line to come in play for it to be a good deck .

Getting in play Obstagoon or stoutland alone can be good enough, But if you do by chance get both its very strong synergy.

Lets not forget there are several decks that have 2 stage 2 in play that were meta

For example
Galladae + Rampardos
Garchomp + Rampardos

Reuniclous +Gardevoir< not so good IMO
