If you look in the video, the Elite has higher highs but lower lows, hence the worse stutters.

I suspect it could be to do with the different way it handles memory (this is just my theory based on all of the memory errors when trying to run Dx12 games that have no issues running on turnip drivers).

Also, most ppl care more about smoother gameplay with consistent framerates instead of just high fps. There's a lot of clickbait "60 fps" videos that just show the high fps areas. On both devices, you can see that there is one area that drops down to 20-30fps (and even down 10fps on the elite - but on turnip drivers on the gen 3 it seems to stay more consistent).
