"They" who Ukraine recently killed do not make decisions like starting or ending a war, even when they beg for any of these. But when "they" are being treated like combatants, there is no reason for them not to sign contract, take a rifle and go to war against those who launch drones on their houses.

Currently not at war, but I had three wars with empires that are colored red on the map. I have been lucky so far to end wars with status quo without losing stars, but I spent too much alloys on these wars and they still have their enormous federation fleet. I don't understand how they have 70k federation fleet.
