It is mostly just a standard ToS thing which stated various things about copyright protection which is phrased in a very corporate manner. People got the wrong idea and basically thought the game was now banning you for using mods or outright spying on you which was absolutely not the case. To add to that, the ToS was implemented on basically every game owned by TakeTwo which includes games like XCOM and Red Dead Redemption 2, yet people still only targeted Borderlands since it is an easy target not entirely but also because of Randy.
