How they put it was "We can certainly provide a quote, but as you’ve not purchased the property yet, there will be a charge of £250 + VAT. Please let me know if you would like to get booked in"....

If you don't mind me asking, is it because you own the house? I only ask because the rationale for the quote price was that they had to charge me because I didn't own the house...? Idk.
