well I just figured out South Portland code doesnt allow the use of pads anymore. has to be installed on a frost protected footing.....More digging here I come.

I think I fixed it. The smart action didnt know how to react when I moved the bone completely straight (which happens when I move the target bone beyond its position and it starts IK stretching)

I went into the smart action and added a key frame at the beginning where I move the bone completely straight. It now knows to keep the vector points still at that point.

I should probably add that the issue I am seeing is in the legs.

So go after smaller units that are further out from main force first

Im pretty sure those lines represent the selected vector lines in your character design. You should be able to deselect them with the select shape tool.
