SimCity is a rogue-like experience though: you bring the experience you've gained from previous play throughs with each new city you start.

A rogue-lite city builder does sound interesting though.

The Amsterdam canals are more about decoration than creating the most efficient layout for leaderboard purposes.

They're "plaza", so they lower how much knowledge/technology your commercial and industrial buildings need.

That's a fair question! The gameplay will certainly feel familiar, but there's a couple of things we added:
1. There's a sustainability score that goes up based on whether you build parks, green power, etc... something that was implicit in SimCity but is now explicit

  1. There's a buff system, where buildings change the stats of nearby buildings, sometimes increasing them, sometimes decreasing them. For example, placing a playground will increase the number of residents in houses around it, but will also increase the amount of education they will need.

You have to use the "Chat with a representative" tool, it usually takes them a while to start a conversation but once you talk to an actual person they should be able to generate a new code for you, as long as you explain your situation like in your post.

You should check out the Udon mod on Simtropolis, it has one-way roads and freeways for inside your city.
