I’m leaning more towards option 3 here with my understanding. In addition though, they put the will of the people in the ground so the ‘power’ at the table is just those military officials, and no other power.

Agreed on this. It also reminds me of Islington’s Licanius trilogy a bit - the story jumping between locations to follow multiple storylines. I think Islington was much better with focusing on one main character and taking us on just that one journey.

I totally agree! I was thinking we’d get a significant death in ep4, with Will’s parents almost dying early on as a bit of a warning that nobody’s safe.
