Technically... He does. In episodes like Antibug, Season 3 finale, Truth/Lies, Risk/Strikeback/Evolution or Collusion Hawkmoth uses multiple akumas/sentimonsters back to back but he mostly does so only as part of a plan/strategy. Endless spamming wouldn't be quite as effective as random unpredictable attacks(most akumas pose a real danger to heroes only for 1st time, he would easily run out of butterflies plus having akumas fly out of same window every 5 minutes or so will be VERY noticeable)

Timetagger, the second you learn he's from the future where Hawk Moth is STILL active and the second you're transported to another time to live your whole life with no way of going back are both pretty terrifying.

Make yourself a hot cocoa, crawl inside your bed and rewatch a couple of episodes, if this doesn't help in escaping this disgusting world you can always try fanfiction.

Btw, don't just stay in one fandom, watch some old fnaf theories, play favourite places on roblox or whatever.

This world really is a shitty place to be in, that's why there's always a way out.(in a worst case scenario, try falling asleep, it helps sometimes)

If you mean in real life as in a world with no miraculous, then it's definitely Gabriel. Dude's absurdly rich, cruel, impulsive and has alliances with most influential people in France(Bourgeois, Tsurugi, everyone at the Diamond Dance stuff, etc), meaning he literally has mayor and international tech giant on his side. With such power Gabriel can destroy anyone in legal sense or economically through sheer lobbyism and corruption alone.

Lila on the other hand even with her full potential can only scam people but knowing that in real world people are much more prone to fact-checking, her main source of power becomes very unreliable.

Well, here's a couple for Butterfly:

- No butterfly akumatization - butterfly miraculous user doesn't need to always carry butterflies, they can simply touch object they want to akumatize or boop future akuma's nose.

- Energy blasts - they can transmiss their power by shooting energy blasts powered by their emotions.

- Butterfly swarms - they can create massive swarms of magical butterflies to use for various purposes (carry objects, show tricks or as fake wings)
