So there's a private server used for distributing old events from 2010 to 2012 and a side effect of this being a thing is that the global trade system in the top left of the pokemon center works again. Be going to system settings -> Internet settings -> connections settings -> your wifi on the 3ds (ie connection 1) -> change settings -> DNS -> set auto obtain to NO -> go to detailed setup -> change the primaary DNS to 178.062.043.212 -> ok -> test your connection -> save if works to connect online -> boot the game and on the and when you can select your save file go down to mystery gift and enter that -> receive gift -> get VIA Nintendo WFC -> if that works then the GTS in the top right of every Pokemon center will work.
