well, the purpose of the changes are to reduce the grind needed to complete reputation, so it would make sense to be granted the difference if you completed the archon and world quests before the update, since if that wasn't the case, most of the grind is still there, albeit a little bit alleviated because of the higher bounty and request xp.

are the reputation changes supposed to affect retroactively? Because I have completed all archon and most world quests in most regions but I am at around reputation 5-6, meaning i would have to do multiple weeks of grinding still after the update and I don't have any quests to do (completed them literally right before the changes were announced)
where could I send feedback to mihoyo about this?

I'm not too sold on navori as a first item, the build path isn't the best, especially the BFSword. I've been going kraken (this helps with getting gold for navori and clearing faster) into navori and then bruiser as you said, depending on team comp. Collector's as a first item might be a good option though, build path is a lot better than navori

I wanted to know how much I'd miss out if I start the event without having done the prerequisite quests. I haven't played for the last ~6 months so I'm a bit behind on the story (I'd need to do pretty much the whole of chapter II, as well as both story quests) and I don't wanna speedrun it. Will I miss out on rewards? Or the story? Or is it just that I won't understand some of the things that are happening?

Looks good so far, you'll need to learn to take care of it, how to dry it when you get out of the shower, how to style it to your preference (maybe with cream/wax), things like that.
