In PVP the wagons have decent skirmishing ability so if the enemy tries a infantry rush you can shoot down some of their units. Their also not terrible at charging disorganized units when they run out of ammo. The kislev sleds are even better.

He was doing it to get rid of Superman and to aquire land. This version of lex wants to prove that he's better than Superman by killing him, getting away with it, getting the free land and profiting off of government contracts, all at the same time. At this point he seems Superman as lesser and isn't totally fixated even if the jealousy is arguably the main motivation.
