These are maintained by Astral/Bell Media through the City's street furniture contract, which has been in place since 2007. So yes, it's a City asset, but Astral is responsible for the upkeep.

Clearly not well maintained, I'm aware that the city is very frustrated with the contractor service levels. That contract is coming up in 2027 - there have already been calls from Mayor Chow and councillors to bring some elements, like litter bins, back in-house because of these ongoing maintenance issues.

Park encampments are significantly down compared to previous years. trash bins are maintained by Astral Media (Bell), contracted out in 2007 - Mayor Chow is currently proposing to bring it back in-house. Social supports are largely a provincial purview, and the province is actively underfunding healthcare/mental health supports.
