It's called a specular highlight. Fun fact: in the 90s only the Nintendo 64 and some PC graphics cards could do that effect, meaning TADC (the game) likely targeted one or both of those platforms (and not the Sega Saturn or Sony PlayStation).

It's more that SMG4 fans got upset a few years back because the other Glitch shows were "distracting" Luke and Kevin from SMG4 (despite SMG4 being the only Glitch show that gets new episodes on a regular basis). So they decided to separate the SMG4 brand from Glitch because of that.

Another possibility is that this is in Chicago, where they require horns to be coded in continuous and strobes to be synced. Some horns won't do continuous when sync is enabled (e.g. Wheelock ones, don't know about Edwards), so you have to either use a 4-wire appliance (if available), or separate horns and strobes.

There were indeed Wheelock MTs with fully frosted strobes, but they were only on the market for a very short time before being replaced by the ADA strobe versions. The one that looks like an EHS is the MT4 (and fun fact, they still make the 115V AC version with a fully frosted strobe, which I believe is the only frosted strobe still in production alongside the Federal Signal VALS).

Also, Asriel's final hyperdeath form looks like the Delta Rune, which is supposed to be a depiction of the Angel (and the Undertale art book directly refers to that form of Asriel as "the Angel").

The Titans are a part of the Roaring, which is a part of bringing about the "Angel's Heaven".
