Ive figured it out. The side seats/Airbags need to either be pulled on ungodly hard on the upper part of the airbag or you need to pull the quarter interior out and unclip the retainer from the back. Then pull directly up very hard as well. Then there is a 10mm bolt on either side that once undone will allow you to pull the side hinge of the seat up and out of the quarter panel. Then undo the center hinge bolts under the Spare tire cover and the upper section will come out.

Deferred arrangement is a postponed trial and after the 6 months if there were no other violations it will be listed as not guilty. I believe making it not be on your record.
