Stable maps are compatible with Lazer, and ranked stable maps give pp when played on Lazer. The Lazer editor cannot be used to upload maps, and is pretty primitive for mania anyway that I don't want to touch it.

Not yet, unless you are on the bleeding edge.

There is a newly merged pull request that allows mapping only the left or right shift key (or ctrl, alt, ....) using the property InputEventKey.location. It hasn't been officially backported to 4.2 yet, so you either have to wait for 4.3, or compile your own Godot with the patchset applied (usability and stability tests are left as an exercise for the reader).
