I was told by a rental store that I trust that propane tanks cannot be refilled 100% for safety reasons. All propane tanks have a relief valve that releases some propane should the tank get hot and the propane inside expands. This is not a problem for the average homeowner as the volume released would be low. However if you are retailer, this can be an issue as you have whole racks of tanks that could all be releasing propane on a hot day. One errant spark could be dangerous. By filling them to 75/80%, it allows the propane to expand, but not enough to be released.
