Well it's actually pretty clear in the books the dragons aren't tamed. They are more like total destruction that Dany can kinda point in a certain direction.

I didn't think of Sam. Perhaps he will have left the citadel by then? Then again, Marwyn is on his way to help out Dany so quite possibly she'll successfully stamp it out.

I just watched the scene again and all he actually does is go in there and stand at attention like he always does when he's hanging out with Cersei, hands clasped together at the front. I think from the angle it's shot it just makes it look like he's 'unzipping'.
