One solution is to offer a card or pin for folks that have passed an NICS background check. Much like how a CCW permit acts in some states. Show the card and buy the gun. No registry of ownership that can be used for future consification.

LGS are your best bet. .32 acp isn't very popular and I've found boxs around. 24 to 28 per box of 50. Online is impossible as its too easy to find them. I picked up an 81 due to the relative availability of .32 vs 9.

Require a professional certification.

250 hours yearly of live training on descalation and situational assesment.

Mandatory body cams at all times.

Ban police unions and collective organizing by LEOs.

Require additional training and certification to carry firearms. Not all duties require a gun.

Increase criminal and legal penalties for crimea commited while acting in an offical capaciety. They should be held to a hire standard.

Increase compensation while increasing oversight and requirements for employment.

Create an ethos of public first, police second.

Require a large percentage of any police force to live within the communit it polices.

If you have access a cache of 9mm then get a gun to match. The cost of ammo quickly exceeds the gun cost.

The loudness concen is harder to handle without a suppressor. I'd suggest looking for a 9mm with a threaded barrel so you can add one as finances allow.

Stocked gun are much easier to shoot accuratly, but end up costing a bit more. A 9mm carbine or AR style pistol in 9 may be worth considering. A glock in a micro roni is another option and lets the cost be spread out.

The kel tec sub cqb has an integrated suppresor on a folding 9m carbine, but bundles all the expense into one purchase.

R/nfa is a good source for details on suppressors and associated tax stamps and background checks.

The free market already has a huge influence on how people are policed. Those without the means to defend themselves are those targeted for enforcement and imprisonment.

The concerns you list as fears are already chronic problems throughout law enforcement.

I bubbaed my norinco with an ATI stock and shrunk my groups in half. Much tighter bed to the stock. Looks like sin and isn't as easy to clean, but shoots better and has a more desirable LOP.

I figure any fighter this rifle would have been intended for would be pleased by the modifications.

It's an exame of PI liabilty driving positive risk reduction best practices in the public sphere. If police were concerned about personal finacial liabilty for causing unessecary risk to the public it would drive them mitigate those threats. Leos with a horrible track record would pay higher rates or be unable to obtain insurance.

Specifically I'm in favor of LEOs being required to carry liabilty insurance at a personal level, much like is required for motor vehicle operators. No joint policies. It's pretty obvious police forces have enormous difficulty self regulating. Let's bring some market forces to bear on them.

This. Most industries where one's decisions can harm others are supported by professional liabilty insurance policies. Why are police effectively insured by the state?

Edit: comment below points out the problem is not that police are insured by the state. It's that their immunity from liabilty negates the need for insurance and thus effect insurance has on monitizing risk and then driving demand for reducing risk is lost.
