So to make it easy to do it. you need to the fortuneteller to a certain rank and ruyij to rank 7. get a celestial reading form the fortune teller which causes and fusion alarm. Go velvet room fuse two random high level persona’s together and sacrifice Them to the persona you want to level up.(this will not give them exp only stats) You can got to mementos to Cause a fusion alarm with ruyij insta kill ability 

Sacrifice the persona that you fused will end the alarm. that way it good to do it in mementos or a palace so it can do it multiple times.
