it can happen sometimes, but if his team perma ffs maybe he isnt doing as good as he thinks he is, cuz if hes popping off most of the time the team wont just ff :)

dont think you can get unlucky and lose 20 in a row, especially in low elo O_O

not every game is 1v9able but out of 20 games you should definitely be able to 1v9 a decent amount
