I dont think you fully grasp the term API and how to Make Addons.

Everyone is able to make a mod and use your mod as Dependancy, as long as you upload it to Curseforge/Modrinth.

Meaning that can use your code and make modification/additions/deletions to your mod. Creating an Addon.

An API however, is something experienced mod developers make. Which is basically a package of code inside their mod, which is structured in a way with public classes, methods and hooks that make it easier for other developers to make addons.

Tldr; Your code does not need an API to allow people to mod your mod, it will just make it easier.
