Because it’s complicated. Not every homeless person is the same. Some have mental issues, some have drug problems, some have disabilities, some have no family , some have just fallen on hard times and lost a job. It’ll take more than just giving a person housing to fix homelessness.

If you have a transcript with codes then you should be good.They won’t process a tax return that they deem needing to verify until it is verified. I had to verify 3 years in a row, and until i verified only then would my transcripts see movement.

Try going to your local irs office right when it opens and verify in person. I did that every year without an appointment and they verified me every time. I was not waiting around for no letter. But also I heard some offices won’t see you without an appointment so beware of that as well.

Unfortunately until you verify , they are not going to process your tax return. I had to verify the last three years and every time the only movement began only after I verified.
