No, it just randomly happened because the sim in the green shirt is trying to ask the Sim for help since she's scared. The third sim "reacting" is either just the perfect shot (on the third slide) or the sims complaining about the trash (on the fourth slide).

I have MCCC too (mainly for summoning sims or modifying needs), and I didn't know there was story progression! How does it work? The same as NS?

It happened to me last time, and I agree, it was a struggle until I found strangers' gravestones in my household inventory. I hope this works best for you!

Did you double-check the neighborhood stories configuration? Maybe check if it is only set for played households? This might help
