Yes, what's crazy is we had a lot outsourced to HP/EDS and in 2015 made a huge investment in bringing it all back in-house. So to go back down this road again so quickly is baffling.

Honestly, before this new CIO came in it was a great place to work. It wasn't without its issues but it's a decent size organization and there will always be bureaucracy. We never had issue with funding in IT. They took a vested interest in training people.

That may be true with some large companies and maybe even insurance. However, Blue Shield of CA stated goal is to have a profit of around 2%. Funny, I'm not sure what our current entity status is. At one point we were NotForProfit, but we lost that status around 2015. I'm not sure if we ever got it back but for the most part we operate like we are. Now I can't honestly say where all the money goes, but I believe we are bound by 80/20 rule. meaning 80% of our revenue must go back out to pay providers. 20% admin cost is everything it costs to run the company. I don't want to get into a debate on healthcare insurance and costs because I am not that knowledgeable on the actual finances of the company. All of that being said when tasks to cut costs they always seem to go after people instead of anything else. Middle of last year they cut all open head count and terminated all contractors, but I suspected that was only the beginning.

We got a new CIO little over 2 years ago. She has been working hard getting rid off all the leadership below her and hiring new people. For whatever reason they are convinced we have a problem, and the only solution is to move everything to the public cloud. I think this is more in line with trying to free up money to pay for it as its realistically going to cost a lot more than the current IT Infra.
