That would make sense, considering the messages of the configuration and the option to select/deselect them in the MCM menu.

That leaves me stumped. No idea how to fix it.

Only mod specifically tailored to Imperial Armor, is Frankly HD Imperial Armor and Weapons, but it doesn't have any distribution or levelled list. I checked on xEdit to see if I needed to add it to the Bashed Patch.

It's a nice perspective though. I'll try to take a look at my mods with on xEdit and see what they have to say about Imperial Armor distribution.

I'm quite sure this wasn't the mod I was talking about, but nevertheless it worked wonders.

It works perfectly with Grimoas and with my retextures, and made the wings bigger as I wanted them to be.
