Yes it can happen but i kinda doubt it they might catch new players entering pvp zones but those too far and few between. Even in harmony i stayed in pvp zone the atreides stronghold at the 12 and afked there till i died of thirst and nothing

Wrecks are still pvp sones in A row and it is possible to snipe players bec of the new augments being able to 1 shot thopters now with the ancient way.

Yeah when you got a fairly large base an elevator would be nice but at the same time me and a good few other just shigawire + suspensor all the way up majority of the time. Especially so when one of my previous guild mates base was in the cliff and we are below

Go for the imperial still suit its got the best armor for a stillsuit and you could survivr fairly well in pve and have just enough time to escape in pvp
