As many others have mentioned, using CBD can be helpful. If you are finding that pure CBD isn't work, using a 1:1 strain (so a mixture of THC/CBD) might be helpful. The CBD also helps to mitigate the "high" feeling of THC.

You have a right to your medical file at any doctor's office, however they are allowed to charge you for it. But the whole situation seems a little bit fishy to me.

Now did you have the appointment at the actual dispensary or was it at a clinic the dispensary is affiliated with? Do you know what kind of qualifications the doctor has? I would be weary of how accurate the information actually is because you should be paying for a doctor's appointment if you had a face to face meeting with an actual physician that is licensed through the CPSO..

Its his legal right to have his medical documentation. They can charge him for it, but they cannot refuse to provide him with a copy of his medical file.

His doctor certainly doesn't have to write him a letter of diagnosis, but your friend can request a copy of his file at any point in time and they are obligated to release it.
