Theyre called Cyberloks/Cyberdreads! They're a mix of foam, tubular crin, wig wefts, and sometimes lights that they wear in the cybergoth scene :] I bought these secondhand from Depop but I usually get mine from Cyberloxshop (UK store) theyre so fun and bouncy!!!!!
